When this optional rule is active it makes it possible for the home territories of a power to vary throughout the game. The rule implies that if a country maintains control of a territory for a certain period of time a more stable government emerges.

If a country can maintain the control of a province for 3 consecutive years (including the year in which control is acquired) this territory becomes natal in all respects: The country is harder to conquer, rebellions occur less frequently, and if there's a city, new units can be purchased there.
